Der ICSD Vorstand möchte hiermit die ersten Ergebnisse der Vorstandssitzung in Yerevan, Armenien, am 30. Juli 2018 bekannt geben.

Als erstes möchten wir uns bei allen Ländern für ihre Sorge um das International Committee of Sports for the Deaf bedanken: alle Emails und offiziellen Briefe der Gehörlosen-Sportverbände an den ICSD Vorstand werden ernst genommen und als Aufruf, tätig zu werden, verstanden.

Der ICSD Präsident – Dr. Valery Rukhledev, der agierenden ICSD Präsident – Herr Kang Chen, möchten zusammen mit dem ICSD Vorstand folgendes bekannt geben:

• nach 5 Jahren vertrauensvoller Pflichterfüllung trifft ICSD Präsident, Dr. Valery Rukhledev, die schwerwiegende Entscheidung, mit sofortiger Wirkung vom ICSD zurück zu treten. Der ICSD Vorstand möchte sich bei Dr. Rukhledev für diesen Schritt bedanken und hofft, dass alle Vorwürfe gegen ihn zu seinem Vorteil entschieden werden.

• Der Mitteilung von Dr. Rukhledev folgend, wurde einstimmig bei der ICSD Vorstandssitzung entschieden, Frau Rebecca Adam zur neuen ICSD Präsidentin zu ernennen für die Zeit vom 01. August 2018 bis zum nächsten ICSD Kongress 2021.

Es ist nun die Pflicht des ICSD Vorstandes und seiner neuen Präsidentin, einen klaren Weg vorzuzeichnen, und das Vertrauen der internationalen Gemeinschaft zurück zu gewinnen. Ziel ist es, die Fähigkeit zu zeigen, alle Herausforderungen der Zukunft zu verstehen und zu analysieren und damit auf ein stärkeres ICSD hinzuarbeiten.

Wir freuen uns auf die Zusammenarbeit mit allen, um unsere Botschaft zu verbreiten, welche unsere Sportler ins Zentrum all dessen rücken, was wir tun.

Liebe ICSD Mitglieder,
ich schreibe Ihnen, um zu bestätigen, dass der ICSD Vorstand mich bei der Vorstandssitzung am Samstag, 29. Juli 2018 in Yerevan, Armenien, zur Präsidentin ernannt hat, nachdem Dr. Valery Rukhledev entschieden hatte, von seinem Amt als Präsident zurück zu treten. Die Ernennung gilt für den Zeitraum vom 01. August 2018 bis zu den nächsten Wahlen 2021.

Artikel 3.2. f der Statuten bestimmt, dass im Falle einer Vakanz für das Amt des Präsidenten, der Vizepräsident für Weltsport das Amt übernimmt und dass die Position des Vizepräsidenten für Weltsport anschließend per Vorstandsentscheidung neu besetzt wird. Der Entscheidung von Vizepräsident für Weltsport Kang Chen folgend, der nicht weiterhin als amtierender Präsident agieren möchte, hat der Vorstand von seinem Recht und seiner Verantwortung Gebrauch gemacht und die Vakanz gemäß Artikel 9.3.8.11 per einstimmiger Entscheidung mit mir gefüllt durch meine Ernennung zur Präsidentin.

Ich verstehe, dass dies in der ICSD Geschichte beispiellos ist ebenso wie die Umstände um den Rücktritt von Dr. Valery Rukhledev. Ich kann Ihnen versichern, dass diese Entscheidung vom gesamten Vorstand, einschließlich unserer regionalen Vertreter, getroffen wurde und dass meine Absicht ist, das Vertrauen und die Zuversicht in das ICSD wieder herzustellen. Ich bitte Sie um Geduld und Verständnis, während ich die notwendigen Änderungen bzgl. unserer Vorgehensweise beim ICSD vornehme, um Transparenz und Zusammenarbeit mit unseren Mitgliedern zu verbessern.

Bezüglich des Antrages auf einen außerordentlichen Kongress bin ich verpflichtet Sie darüber zu informieren, dass laut Artikel 9.2.1 der ICSD Satzung die Voraussetzungen dafür nicht erfüllt sind, insbesondere, dass ein außerordentlicher Kongress von mindestens einem Drittel (1/3) der Vollmitglieder aus mindestens zwei (2) Regionalverbänden beantragt werden muss. Von den 47 Mitgliedsländern, die den Antrag gestellt haben, sind 23 keine bezahlenden Mitgliedsländer, so wie es die Klausel 6.1.2 der ICSD Satzung verlangt. Im Anhang übersende ich Ihnen die Details bzgl. der Zahlungsausstände dieser Länder.

Bei Erhalt eines rechtsgültigen Antrages für einen außerordentlichen Kongress sind wir verpflichtet dem zu entsprechen. In der Zwischenzeit werden wir uns um die sieben (7) Angelegenheiten kümmern, die Sie in Ihren Emails angesprochen haben, und mit dem Material, das uns vorliegt, mögliche Fragen beantworten, wenn wir jede dieser Angelegenheiten ansprechen.

Wir werden mit dieser Arbeit am kommenden Montag beginnen und die Liste von Woche zu Woche abarbeiten.

Ich freue mich auf die Zusammenarbeit mit Ihnen für ein ICSD, dass unsere Sportler und unsere Mitglieder in den Mittelpunkt all dessen rücken, was wir tun.

Wir nehmen die Veränderung auf der Position des Präsidenten/der Präsidentin zur Kenntnis und hoffen, dass die neue Präsidentin positive Veränderungen im Gehörlosensport vornimmt.

Des Weiteren wünschen wir uns, dass die Krise des ICSD, die durch den Hausarrest des zurückgetretenen Präsidenten Rukhledev ausgelöst wurde, nun mit Rebecca Adam überwunden wird.

Den Antrag auf einen außerordentlichen Kongress ziehen wir fürs erste zurück und befürworten den Schritt der Niederländer, an das IOC heranzutreten, nicht, da zunächst innerhalb der Gehörlosengemeinschaft nach Lösungen gesucht werden sollte. Deshalb möchten wir Rebecca Adam eine Chance geben und nicht im Vorfeld negativ über die Umbesetzung urteilen.

Dear International Deaf Sports Community,
The ICSD Executive Board is hereunder sharing the first results of its executive meeting in Yerevan, Armenia on the 30 July 2018.

First of all, we would like to express our gratitude to all countries for their concerns about the International Committee of Sports for the Deaf: each email and official letter from Deaf Sports Organizations addressed to the ICSD Executive Board has been considered seriously and seen as a call for action.

The ICSD President - Dr. Valery Rukhledev, the ICSD Acting President - Mr. Kang Chen, together with the ICSD Executive Board wish to advise the following:

• After 5 years of faithful duty, the ICSD President, Dr. Valery Rukhledev, took the serious decision to retire with immediate effect from the ICSD. The ICSD Executive Board wishes to thank Dr. Rukhledev for taking this step and hopes that all matters against him will be resolved in his favour.

• Following the statement of Dr. Rukhledev, there was an unanimous decision by the ICSD Executive Board members to appoint Mrs. Rebecca Adam as the new ICSD President from the 01 August 2018 until the next ICSD Congress scheduled for 2021.

It is from now on the duty of the ICSD Executive Board and its new President to provide a clear path to follow and to regain the confidence of the international community. The goal is to demonstrate clearly its capacity to understand, analyze and address the challenges that lie ahead in working towards a stronger ICSD for all.

We are looking forward to working with you all to deliver our mission that puts our athletes at the heart of everything that we do.

Statement of the new ICSD-President Rebecca Adam
2nd August 2018, Lausanne, Switzerland

Dear ICSD Members,
I write to confirm that following Dr. Valery Rukhledev’s decision to step down from the office of President, the ICSD Executive Board appointed me as ICSD President at its board meeting in Yerevan, Armenia on Saturday 29 July 2018 and for this to take effect from the 01 August 2018 until our next elections in 2021.

Bylaw 3.2.f states that in the event of vacancy for the office of President, the Vice President of World Sports will assume the Presidency, and the Vice President of World Sports position will then be selected by the Executive Board. Following a decision by our Vice President of World Sports, Mr. Kang Chen not to continue as Acting President, the Executive Board exercised its responsibility and power to fill the vacancy under article 9.3.8.11 by unanimously agreeing to appoint me to the office of President.

I understand this is unprecedented in ICSD’s history as are the circumstances surrounding Dr. Valery’s resignation from the board. I wish to reassure you that this decision was made by the full board including our Regional Representatives and that it is my intention to restore trust and confidence in ICSD. I ask for your patience and understanding as I make the necessary changes to the way we do things at ICSD towards improved transparency and engagement with our members.

With regard to the request for an extraordinary congress, it is my duty to inform you that the conditions for an extraordinary congress laid out in article 9.2.1 of the ICSD Constitution were not met, in particular that an extraordinary congress must be requisitioned by at least one-third (1/3) of full members from at least two (2) regional confederations. Out of the 47 member countries making the requisition, 23 are not paid up members as required by clause 6.1.3 of the ICSD Constitution. An attachment with details of paid up member countries is included here.

Upon receipt of a valid requisition for an extraordinary congress, we will be duty-bound to follow through with the requisition. In the meantime, we will proceed with addressing, in turn, the seven (7) matters raised in your emails and answer questions that you may have with the material we will be providing when we address each matter.

We will commence this work next Monday on a week by week basis until the list is completed.

I look forward to working with you towards an ICSD that puts our athletes and our members at the heart of everything that we do.

We acknowledge the changes concerning the position of president and hope that the new president can make positive changes for deafsports.

Moreover we wish that the crisis the ICSD is facing due to the house arrest of the retired president, Dr. Rukhledev, will be overcome with Rebecca Adam.

We withdraw our request for an extraordinary congress for now and do not approve of the Netherlands’ step to involve the IOC, because we prefer to look for solutions within the deaf community first.

Therefore we would like to give Rebecca Adam a chance and don’t want to judge the replacement prematurely.
